Muhammad Fazilov was born on 5 February 1959 in Pakhtabad (Uzbekistan). His diploma thesis was his restoration and adaptation of the Memorial complex of Naqshbandi in Bukhara. In 1980 he graduated architectural faculty of SamGASI (Samarkand State Architectural and Civil Engineering Institute). At the same time, he completed restoration school at professor V. Yu. Tsirkunov and the Faculty of Social Service Occupations (a banner artist).
